New York State Elec & Gas’ peak hours are 7am–10am, 5pm–10pm, December–February; 10am–6pm, June–August on 3 of its 6 time-of-use plans — the rest use different windows, below. Everything outside those hours is off-peak, apart from a mid-priced shoulder period.

At peak, EAST - SERVICE CLASSIFICATION NO. 12 Residential Service TOU NSS charges 23.7¢ a kWh; off-peak it is 18.5¢ 1.3× apart. Prices from the filed tariff.

What is it worth to move a load out of peak?

On WEST - SERVICE CLASSIFICATION NO. 12 Residential Service TOU NSS, every kilowatt-hour a day you move from 7am to midnight is worth about $41 a year in the month the gap is widest. An electric car charging 10 kWh a night, or a water heater on a timer, is the kind of load that actually moves.
