Public Service Co of NM’s peak hours are 5am–10pm, June–August; 5am–10pm, September–May on 1 of its 2 time-of-use plans — the rest use different windows, below. Everything outside those hours is off-peak.
At peak, 1A charges 13.7¢ a kWh; off-peak it is 9.8¢ — 1.4× apart. Prices from the filed tariff.
These hours only apply if you are on a time-of-use plan. Public Service Co of NM’s default plan, 1A (Residential Service), charges one rate at every hour of the day. A household that never switched has no peak hours to avoid — and no cheap hours to use.

What is it worth to move a load out of peak?
On 1B, every kilowatt-hour a day you move from 8am to midnight is worth about $56 a year in the month the gap is widest. An electric car charging 10 kWh a night, or a water heater on a timer, is the kind of load that actually moves.
