When are Puget Sound Energy’s peak hours?
Puget Sound Energy’s peak hours are 7am–10am, 5pm–8pm, October–March on all 4 of its time-of-use plans. Everything outside those hours is off-peak, apart from a mid-priced shoulder period. Weekends are off-peak all day.
At peak, 307 charges 58.4¢ a kWh; off-peak it is 15.9¢ — 3.7× apart. Prices from the filed tariff.
These hours only apply if you are on a time-of-use plan. Puget Sound Energy’s default plan, 7 (Residential Service - Three Phase), charges one rate at every hour of the day. A household that never switched has no peak hours to avoid — and no cheap hours to use.

What is it worth to move a load out of peak?
On 327, every kilowatt-hour a day you move from 7am to midnight is worth about $156 a year in the month the gap is widest. An electric car charging 10 kWh a night, or a water heater on a timer, is the kind of load that actually moves.
