When are Virginia Electric & Power’s peak hours?
Virginia Electric & Power’s peak hours are 7am–11am, 5pm–9pm, October–May; 11am–10pm, June–September on 2 of its 8 time-of-use plans — the rest use different windows, below. Everything outside those hours is off-peak. Weekends are off-peak all day.
At peak, 1S Residential Service charges 14.4¢ a kWh; off-peak it is 11.5¢ — 1.2× apart. Prices from the filed tariff.
These hours only apply if you are on a time-of-use plan. Virginia Electric & Power’s default plan, Residential Schedule 1, charges one rate at every hour of the day. A household that never switched has no peak hours to avoid — and no cheap hours to use.

What is it worth to move a load out of peak?
On Energy TOU Residential Service Schedule 1T, every kilowatt-hour a day you move from 1pm to midnight is worth about $75 a year in the month the gap is widest. An electric car charging 10 kWh a night, or a water heater on a timer, is the kind of load that actually moves.
